Vice President Stephen Carr is a leader in the firm’s Commercial Energy practice. He has more than 25 years of achievements impacting project performance through his advanced leadership of staff and organizational operations, technological expertise, and innovative decision making.
Prior to joining Booz Allen, Stephen co-authored three industry-recognized documents: Nuclear Energy Institute (NEI) 08-09, NEI 10-04, and NEI 10-09, as well as NEI License Submittal for Cyber Security for Nuclear Power Reactors. He is one of a limited number of consultants invited to participate in Strategic Teaming and Resource Sharing (STARS) Alliance, Utilities Service Alliance, and Nuclear Information Technology Strategic Leadership strategic planning for industry implementation of 10 CFR 73.54, RG 5.71, and NEI 08-09.
Stephen retired as a non-commissioned officer of the U.S. Air Force. During his military service, he held numerous leadership roles including the management of military personnel involved in the recovery and analysis of Space Shuttle Columbia, the network infrastructure in Iraq, and facilitation of critical encrypted communications in response to the September 11, 2001, attack.
Since joining Booz Allen in 2012, he has delivered programs and services for commercial energy clients through his superior nuclear utility expertise.
Stephen graduated from Embry Riddle Aeronautical University with a bachelor’s degree in business.
