Paul Ingholt has more than 3 decades of experience shaping strategy and programs as a government executive and business leader for the defense and intelligence communities. He leads cross-market initiatives to assess emerging client needs and integrate diverse capabilities to create innovative solutions to client challenges.
During his time at Booz Allen, Paul has led teams to craft comprehensive strategies and analysis of critical issues for numerous intelligence agencies, defined new approaches and new processes for CFOs and their organizations, created frameworks for identifying and evaluating performance measures tied to budgets, and developed new cost-estimating and risk-analysis techniques for major space programs.
Paul advises senior leaders in the U.S. Department of Defense and the intelligence community on program analysis and strategy. He recently published Building a Business Case for Cloud, which captured the lessons from clients seeking to transition to a cloud architecture.
Prior to joining the firm in 2000, Paul served in senior executive positions on the staff of the Director of Central Intelligence (DCI). As the first director of the Program Analysis and Evaluation Office to support the DCI, he managed the annual process by which the DCI and deputy secretary of defense made major program decisions on intelligence capabilities and initiatives.
Responding to concerns over the reliability of cost estimates for major intelligence acquisition programs, Paul worked to establish the Intelligence Community Cost Analysis Improvement Group, an independent cost-analysis office. While on the Office of the Secretary of Defense’s staff, he assessed the effectiveness of intelligence programs supporting defense strategy. Paul also worked at the DIA, starting as a political-military analyst for Western Europe and ending as the deputy director of military intelligence staff.
Paul is a member of the board of the DC/MD/VA chapter of the ALS Association and is currently serving as its president, in addition to serving on the Board of Representatives Governance Committee for the National ALS Association. He is also an experienced triathlete and has completed multiple Ironman races, as well as dozens of races at a variety of distances.
He has a B.A. in political science from the University of Washington and a J.D. from the Washington College of Law at The American University.
