As consumers, we easily discern quality in the food we eat, the cars we drive, and the clothes we wear. We even know intuitively a common saying to be true—“you get what you pay for.” Unfortunately, in today’s fast-paced, budget-challenged environment, software quality considerations are often lower in priority when delivering systems, leading to higher total cost of ownership. There is a perception that government contracts sacrifice long-term value for short-term costs benefits. To meet this problem, Booz Allen, in partnership with CAST Software, has co-authored an article that proposes a “4th wave” of software engineering focusing on software product quality to confront the budget and security challenges that our clients face.
