Scott Barr has more than 20 years of experience in business operations, business and account development, and management consulting. He has demonstrated results in a breadth of realms, including commercial, healthcare, and government agencies both civil and defense.
Scott has held a number of leadership roles across Booz Allen, most recently filling in as the firm’s chief transformation officer. In this role, he partnered with the company’s most senior leaders to drive major change efforts, lead long-term strategy, and stand up an enterprise-wide data and analytics unit.
As a senior leader in the firm’s health business, Scott helps manage accounts by driving operational performance, establishing priorities, developing budgets, and defining long-term strategic imperatives. He also runs major programs for certain clients such as the Military Health System, for which Scott and his teams are guiding the implementation of patient safety and high-reliability principles as part of a transformation that aims to improve care for military service members and their beneficiaries.
Scott has published thought pieces discussing machine learning in the health environment and readiness in the government environment, and has facilitated panel discussions on veteran care initiatives. Given his expertise in process, organizational design, organizational change management, and business model innovation, Scott often engages on tech adoption and transformation efforts for clients across the firm.
He also leads Booz Allen’s consulting capability, which includes close to 7,000 employees. This role entails developing new intellectual capital, connecting functional experts, and investing in new solutions.
Previously, as a leader in Booz Allen’s Navy business, Scott helmed the firm’s Norfolk, Virginia office, where he developed a Mid-Atlantic strategy and organizational analysis practice and grew the office from 350 to more than 700 employees.
Scott has a B.S. in management from Susquehanna University, an M.B.A. from Johns Hopkins University, and a Change Management Advanced Practitioner (CMAP) degree from Georgetown University. He is an adjunct professor in the CMAP program at Georgetown University and serves on the board and executive committee for the United Service Organizations of Metropolitan Washington-Baltimore, providing support and assistance to military personnel and their families.
What is your approach to your clients’ future needs? I want to be the integrator of government and commercial best practices for them. I want us to be the firm they go to for access to industry experts and the latest insights. Just recently, we hosted an innovation event at our office. I invited experts from our firm and other organizations. We brought in industry leaders and facilitated demonstrations, discussions, and conversations with clients. We want to be the centerpiece for where our clients get access to leading best practices because we have experts from across disciplines. This is a community of learners and leaders.
What is a great piece of business advice you’ve been given in your career? I’ve been told to consider all perspectives and take the longer-term view. We should keep the goal in mind. We can get wrapped up in thinking that the near-term milestone is the goal, when in reality the goal is much broader. It could be a business pursuit or a new role you want, so take the longer perspective.
