Joe Sifer leads the firm’s Defense and Military Intelligence business and brings more than 30 years of experience in engineering, technology, and consulting services. He specializes in developing solutions that meet the mission and business needs of the U.S. Government and global commercial clients, and applies his expertise in public policy, particularly at the intersection of policy, technology, and technical enterprises.
Joe has extensive experience in engineering, technology, and consulting for projects in telecommunications, C4ISR, and networking; IT infrastructure, computing, and operations; wireless and advanced radio frequency systems; communications and remote sensing satellites; sensors and sensor platforms; avionics for aircraft, unmanned aerial vehicles, launch vehicles, and spacecraft; attitude determination and control systems for ground, air, and space systems; and advanced concepts such as hybrid networks, specialized gateways, and interoperability.
Prior to assuming this role, Joe served as the inaugural visiting corporate fellow at Give an Hour (giveanhour.org), where he continued his activism for mental health awareness and emotional fitness in the corporate world.
Previous to his corporate fellowship at Give an Hour, Joe led the transformation of Booz Allen's engineering and science business, positioning it as one of our growth platforms. Before that, he led the U.S. Army business, right-sizing its cost structure and launching a strategy that expanded Booz Allen’s market share during a period of overall contraction due to declines in the Army’s budget. He also previously led Booz Allen's work with Army clients focusing on C4ISR, technology, and operations.
Prior to his Army roles, Joe was based in London where he helmed our telecommunications technology business in the United Kingdom and Ireland, and shared in its leadership across Europe, North Africa, and the Middle East. In his early career at Booz Allen, Joe played a key leadership role in establishing and expanding Booz Allen’s U.S. Government wireless systems business.
Prior to joining Booz Allen in 1996, Joe held technologist and engineering positions at A.T. Kearney (subsequently EDS), The Aerospace Corporation, the NASA-Ames Research Center, and IET.
Joe holds several professional and community positions outside of his work at Booz Allen. He is chairman of the board for the Armed Forces Communications and Electronics Association, and serves on the boards of directors for the Strathmore Music and Arts Foundation, Easter Seals DC/MD/VA, and Project M.E.O.W (an animal advocacy group). He’s also an active member of giving societies at the University of Notre Dame and of industry advisory councils for Notre Dame’s College of Engineering and its electrical engineering and computer science departments.
Joe has a B.S. (with highest honors) from the University of Notre Dame and an M.S. from the University of California, Berkeley, both in electrical engineering. He also earned an M.A. in science, technology, and public policy from The George Washington University.
He’s been honored with several career and advocacy-related awards, including recipient of the 2010 Career Achievement Award as Outstanding Networking Professional from the Network Professionals Association, the 2016 DMAX Foundation Award for Corporate Leadership in Mental Health Awareness, and the 2017 Change Agent Award for the Campaign to Change Direction on Mental Health Culture.
